It seems somewhat apparent that the shift to multi-timeline story telling was not fully envisioned at the time of writing/developing XY. With this consideration, if I wasn't trying to do my best to synthesise ALL the mainline direct evidence available, I would simply ignore statements Sycamore made in Anistar City. It is reasonable to conclude that his postulations were written without the knowledge of Mega/Key Stones eventual origin. However, despite this fact, I believe my theory effectively balances both Cozmo and Sycamore’s theories.
There is also the issue surrounding the knowledge of Fairy Types and Mega Evolution between ORAS and XY. In XY, which take place around 5-7 years after ORAS, Sycamore is seemingly oblivious to the discoveries about Mega Evolution made by Cozmo. Additionally, both the Fairy Type and Flabebe are described as newly discovered in XY despite being catalogued in the ORAS Pokédex. With all this said, even if by the evidence provided it is necessary to place XY and ORAS in separate timelines, I don't think this necessarily invalidates my theory on the mechanisms by which Key Stones and Mega Stones come to be or the Volo narrative. Even if we ignore XY in its entirety and just take what Zinnia and Cozmo say at face value, I don't think anything really changes. The firing of the Ultimate Weapon assuredly happened in the ORAS timeline according to Zinnia and the Draconid's accounts of AZ in Sootopolis. We can wholly disregard Sycamore's postulation, which seems to be merely conjecture anyway, and safely place the exact events of XY in a different timeline whilst keeping my theory intact.
